Definition of stopping
You are only "stopping" if you immediately let passengers get in or out, or if you immediately load or unload goods. The time you are stopped does not matter, as long as you are continuously busy with these actions.
Definition of parking
Everything that is not directly passengers getting in/out or loading/unloading goods is considered parking. Even if you stay in the car to wait for someone, ask for directions, or briefly look at your phone, you are parking.
Why is this important?
There are places where you are allowed to stop, but not park (indicated by sign E1, with one red line). And there are places where you are not allowed to do either (sign E2, a cross).
